中環解放軍碼頭的「雙贏」解決方案
政府建議將中環海濱其中一塊面積為2,970平方米的用地改劃為軍事用途。創建香港建議將永久交予解放軍作軍事用地的面積減少至220平方米,包括現有的設施如閘口、辦公室和洗手間。
創建香港行政總裁司馬文在回應傳媒查詢時解釋:
「把中環海濱長廊的大片土地改劃為軍事用途將引起一些香港法律的執行問題。在沒有軍艦停泊的時間,解放軍碼頭將開放予公眾,屆時如何管理該片土地將是一個問題。」
「將軍事用途限制於碼頭的主要設施內,可以確保軍用設施不受海濱長廊的管理影響。碼頭範圍及通道可根據公安條例(第245章第36條)不開放予公眾,同樣,在有軍艦停泊時可根據船舶及港口管制條例(第313A章)將附近的海面封鎖。」

Solution for PLA Pier in Central – Win Win
Designing Hong Kong today proposed to reduce the area to be handed over to the PLA to military.
A site area of 2,970sq.m. has been zoned for Military Use along the Central Waterfront. Under the proposal of Designing Hong Kong the land to be handed over permanently to the PLA is limited to the 220sq.m. existing structures including the gate houses, office and toilet block.
In response to media enquiries, Paul Zimmerman, CEO of Designing Hong Kong, explained:
“Questions have been raised over the application of Hong Kong Laws once a large section of the waterfront promenade has been handed over to the Military. Governance is a concern because the People’s Liberation Army’s section of the promenade would be public most of the year when there is no vessel in town.”
“Limiting the permanent military use to the key pier facilities will ensure that the military interests in these structures are safeguarded without complicating governance over the waterfront. The dock area and access road can be closed under the Public Order Ordinance (cap 245, section 36) for use by the military when a vessel is in town. Similarly, an area of the harbour can be closed off as needed around the naval vessel using the Shipping and Port Control Regulations Ordinance (cap 313A).”

Thousands of objectors against the zoning of the Central Waterfront for the PLA pier will make presentations to the Town Planning Board in November and December 2013.
